Overview

A government regulator is looking to recruit a Programme Governance Support Officer to support the Governance Lead to strengthen portfolio and programme governance, embed robust management tools, apply effective risk management and support the identification of emerging risks and ways to mitigate these. This is an exciting opportunity to develop key leadership skills in delivering significant corporate level change through effective programme governance.

Duties and responsibilities

  • Support in ensuring effective programme governance and controls are in place in order to support organisational culture change. Add value by scrutinising risks, identifying concerns and key insights, and interrogating and challenging information received from projects.
  • Oversee risk and issue management, hold delivery teams to account for completing project controls (plan, risks, issues, decisions, etc) then extract key risks and issues to provide a clear, insightful picture across the programme to the senior team. Ensure that risks or issues requiring escalation are identified, communicated in a timely way and resolved through negotiated agreement.
  • Communication & stakeholder management – identify and manage stakeholder relationships and highlight the need for senior level support. Build relationships with each project’s delivery lead.
  • Project controls – strengthen the programme approach to risk, issue, dependency, decision and change management. Maintain overall integrity and coherence of the programme and governance framework to support each project.
  • Project assurance - proactively organise and prepare relevant information for various stakeholders
  • Dependency Management – work with project and business-as-usual leads to ensure dependencies are actively managed, act as an arbiter and enforcer and resolve issues between the various elements of the programme.
Key Outputs and Deliverables
  • Offer assurance that processes for identifying, measuring, controlling and reporting on relevant delivery status / risks in respective business areas are in accordance with the agreed risk management framework.
  • Have an effective programme governance framework to ensure input, visibility and buy-in to our work, as well as ensuring delivery accountability of your change partners – this should also include clear pathways for decisions in the team.
  • Complete and live programme documentation, eg risk, issues, decision logs, with contingency plans where appropriate; project plans; and project progress reports (ie programme dashboard).
  • Support existing Governance Boards with Secratiriat duties
  • Have a monitoring and reporting framework, to measure and communicate progress and impact.
  • Collate high quality Board and committee papers on progress and planned activities, and presentations to senior leaders and managers on progress, call to actions, and to gain input and feedback.

Skills and experience required

  • Experience carrying out the same or a similar role in UK government or a regulatory body
  • Experience working in a fast-paced environment to manage a complex programme of work with multiple projects/work packages.
  • Experience of developing and reviewing processes, procedures and systems.
  • Excellent communication skills in order to distil and disseminate key messages from complex information to a range of audiences at all levels.
  • A proactive, structured, results-oriented self-starter who can solve problems independently.
  • Experience of developing or strengthening programme controls and troubleshooting problems in programme governance in order to deliver solutions.
  • Experience working within or alongside corporate services functions (e.g. Finance, HR, IT)
