Procurement Manager with a Housing Association, on a temporary contract with an immediate start.

Your new role

As Procurement Manager, you will manage a small procurement team and help ensure the effective management and delivery of procurement services for the Association.

Duties and responsibilities will include:

  • Provision of an efficient, compliant and flexible procurement service which will deliver optimum value for money, cost savings and best quality of service to the Association.

  • To ensure that the Association’s procedures in the procurement of goods and services are adequate and appropriate, comply with Northern Ireland Public Procurement Policy, the Public Contracts Regulations 2015, CPD Procurement Guidance Notices any relevant Statutory requirements and the Association’s policy on quotations and /or tenders and to ensure these are kept up to date and in line with legislation.

  • To ensure that agreed procedures for procurement are implemented and throughout the Association including the preparation and/or co-ordination of tender documentation and advertisements, receipt of tenders and quotations and ensuring that specifications comply with statutory requirements and good procurement practice.

  • To identify procurement risks and advise on how these can be managed / mitigated.

  • To establish, prepare, issue, co-ordinate and participate in the Association’s tender exercises and ensure their timely evaluation.

What you'll need to succeed

  • A minimum of three years (within the last five) relevant procurement experience which should include the management and application of procurement procedures and processes to include tenders and quotation processes.

  • Experience of Public Contracts Regulations 2015 or Utilities.

  • Experience of successfully planning, leading and managing complex procurement projects and tendering activities, including stakeholder management.

  • Experience of using office software packages, including MS Office (Word, Excel, PowerPoint and Outlook) to an intermediate level and use of procurement software e.g. e tenders.
