Launched in January 2019, the Money and Pensions Service (MAPS) brings together the free services delivered by The Money Advice Service, The Pensions Advisory Service and Pension Wise. We are an Arms-Length organisation, sponsored by the Department for Work and Pensions, with a joint commitment to ensuring that people have access and guidance to the information they need to make effective financial decisions over their lifetime.

Work by the Money Advice Service (now Money & Pensions Service) has shown that debt advice makes a huge positive difference to people in financial difficulty as well as delivering benefits to their creditors and to the wider economy and society. Over £150 million a year is invested by the public, private and third sectors to provide free debt advice, but last year the independent Wyman review highlighted that demand for advice still exceeds provision by as much as 50%, and that the gap is set to grow. Ensuring sustainable and secure funding for debt advice is therefore crucial and urgent. We have been building on Wyman’s report to work towards a sustainable long-term funding model for the debt advice sector.

Your new role
This 9-month contractor role will report to the Head of Debt Advice Policy and Strategy and work alongside the Debt Advice Funding Project Lead.

The role will have a single project focus, enabling us to broaden and accelerate our existing debt advice funding project, which aims to create a sustainable long-term future funding model for free debt advice and is part of our follow-up to the Wyman Review.

Key deliverables over the next 6-12 months include:
  • Building on existing work, to create and maintain the most comprehensive and up-to-date database of existing funding sources for debt advice
  • Working with debt advice stakeholders and colleagues across MAPS, to develop a clear proposal for future sector funding arrangements. This will involve developing and chairing events, liaising with policymakers, co-ordinating a consultation process and advising on final proposals
  • In partnership with funders and debt advice providers, to develop a challenging but realistic implementation plan for moving to a new funding model, taking account of the development of MAPS strategy, other projects in the debt advice arena, and external changes in the market, regulation and Government policy

What you'll need to succeed
In order to be successful on application, it is expected that you will possess the following skills/experience:

  • Understanding of the relevant UK political and regulatory frameworks around problem debt, debt advice and financial difficulty, or a similar sector
  • Policy development experience, including researching, developing and analysing practical options for change and advising decision-takers.
  • Project management
  • Highly developed stakeholder/relationship management skills
  • Excellent written and oral communication skills, including the ability to communicate effectively with technical and generalist audiences
  • Proven influencing skills at senior and operational levels
  • Ability to manipulate, analyse and interpret qualitative and quantitative data
  • Strong prioritisation and planning skills
  • A strong consumer focus.

What you'll get in return
In return you will be placed onto a 9 month FTC paid circa £52,500 per annum.
