With a long history and a very special role, the City of London has a wide remit that goes beyond that of an ordinary local authority.As part of the transformation and development of this organisation, the Information Technology department is now looking for an experienced Programme Lead who has the passion and drive to lead on a large and diverse IT transformation programme, managing a team of project professionals and helping guide and deliver best practice across the department.

Job Purpose

As a strategic thinking Programme Lead you will provide guidance across and beyond the Corporation and City of London Police to support and deliver all aspects of IT Programme management during a time of digital transformation.

Reporting into the Assistant Director of IT Projects and Programmes, you will contribute to the strategic direction of the department and will work closely with a wide variety of technical and non-technical stakeholders at a senior level. In addition, you will lead and deliver on a on a variety of IT projects and work streams within allocated budget and resource.

The Person

Equally credible with both technical and non-technical teams, you will bring to the role extensive and relevant knowledge, as well as experience of IT best practice including:

  • Proven experience of leading and managing large and complex technical and business change projects and programmes from idea through to completion
  • Evidence of strong leadership of project portfolios ensuring effective management of projects, people and budgets
  • Tenacity and a positive approach to finding solutions to drive forward programmes
  • Proven experience in building strong relationships across organisation boundaries and stakeholder groups, including external companies
  • Wide ranging experience of programme and project management methodologies
  • Programme and Project Management qualifications such as MSP/AMP/PRINCE2 or Agile are desirable but not essential
  • Experience of managing complex IT related programmes and projects ideally within a critical service.
  • Ability to pass security clearance

Communication

  • Self-motivated and dynamic, with the ability to negotiate, challenge and influence others as well as supporting colleagues and staff to be the best they can be
  • High level, proven inter-personal and communication skills are essential, as is the ability to liaise at a senior level internally and externally.
  • Ability to communicate complicated technical concepts in language that is accessible and relevant to stakeholders across the Corporation and City of London Police.
  • You will create a professional direction, using a coaching approach to develop and support colleagues
