Major European bank requires a Compliance Monitoring & Reviews Manager - Reg Auditors welcome!


The Firm

This exceptionally well regarded European bank has long held one of the highest credit ratings possible and has been the envy of many firms throughout the last 10 years in terms of performance and its standards in prudential governance. Much of this is attributed to the strength of its Risk Management & Compliance approach. 

The firm requires a Compliance Monitoring & Reviews officer to join their team. 

The role: 

You will be joining the EMEA Compliance Department which consists of four sub-divisions: Regulatory Compliance, Financial Crime Compliance, Business Management & Reporting and Compliance Monitoring & Testing.

Although the role will be based in London, some degree of travel will be required within European locations.

The Monitoring and Reviews Officer works in a team of 3 (excluding Head of Compliance Monitoring & Testing) who cover each other on the tasks attributed in the following broad areas:

London

  • Executing daily actions required to ensure electronic and voice communication are monitored to ensure the integrity of the Banks information barriers; these are maintained specifically for the areas determined to be at risk of market abuse or a similar prohibitive behaviour as laid down by the regulators
  • Performing desk reviews by checking adherence to Compliance Manuals implemented by 1LoD with the advice of Compliance Advisory Team
  • Liaising and providing assistance for ad-hoc investigations or information requests from a regulatory body (Primarily London)
  • Second line monitoring of various market books to ensure best practice is being carried out.

 Regional Europe
  • Responsible for carrying out various specific functions from the Compliance Monitoring Programme, including all second line monitoring as agreed during the annual planning process 
  • In conjunction with Group Compliance Monitoring, periodically reviewing the Compliance functions across all European offices (min one yearly per office) to ensure a level of Quality Assurance can be recognised in accordance with the minimum compliance governance requirements.

  Key Responsibilities and Accountabilities
  • Check and confirm daily Libor submissions
  • Daily Monitoring of various Electronic communication platforms and voice recordings to detect market abuse and similar prohibitive behaviours
  • Periodically responsible for conducting Quality Assurance reviews of regional Compliance Departments within Europe
  • Preside over access and content of multi-party chat rooms
  • Second line monitoring of front office trading activities and generate reports to ensure best execution for clients has been achieved and Commodity open interest positions are within tolerance levels
  • Monitor Equity holdings and report threshold breaches to the Takeover and Mergers panel
  • Oversee all Gifts, Outside Interest, Securities Account and Personal Account Dealing requests and re-certification’s
  • Manage post monitoring process in respect of Gifts, Outside Interest, Securities Account and Personal Account Dealing related themes
  • Maintain accurate record keeping and Certificate issuance for Certification Regime
  • Annual affirmations in relation to SM&CR (Senior Management & Certification Regime)
  • MI Reporting
  • Undertake the independent 2nd line monitoring program across the region.
